COVID-19 pandemic relief (2020)
Co-sponsored the NC COVID-19 Recovery Act, supporting UI benefits, school reconstruction, restaurant assistance, and hazard pay for frontline workers.
Education & Student Support (2020–23)
Led efforts including the Education Omnibus, hazard pay for noncertified school staff, expanded breakfast and lunch initiatives, enhanced mental health support, and reinstated the earned income tax credit.
Ban Ghost Guns & Undetectable Firearms Act (2025)
Introduced SB409, a first-of-its-kind bill banning the sale and possession of ghost guns; unserialized, untraceable firearms and weapons constructed from plastic which do not require a background check.
Childcare & Early Education (2023)
Championed SB 288 & 291 to increase childcare subsidy rates and reform the QRIS Star Rating system.
CROWN Act (2023)
Introduced the NC anti-hair discrimination bill to protect students and professionals.
SCRIPT Act (2025)
Sponsored SB 479, requiring insurance coverage for prescription digital therapeutics—passed and enrolled by the legislature in June 2025.

Introduced bills to transform high school education and auto-enrollment in advanced English courses.
Firefighters Fighting Cancer (SB 97 / HB 97, 2025)
A bipartisan bill co-sponsored with Republicans to provide enhanced support for firefighters diagnosed with cancer.
Promote NC Sawmills (SB 95 / HB 184, 2025)
Focused on boosting North Carolina’s timber industry, this bipartisan effort aims to support local sawmill operations and rural economies.
Child Care Center Capacity (SB 745, 2025)
Co‑primary sponsored with Republican Jim Burgin, SB 745 enhances early childhood settings by expanding group size caps and improving child-care quality.
School Cell-Phone Ban (SB 55, 2025)
Jay worked with GOP Sen. Jim Burgin to pass Senate Bill 55, limiting wireless devices in classrooms. Signed by Governor Stein, the bipartisan law was praised for improving focus and supporting mental health.
“RIC FLAIR” Act (SB 404, 2025)
Alongside GOP Sens. Danny Britt and Ralph Hise, Jay introduced the RIC FLAIR Act—a cultural initiative allocating $500,000 to study creating a North Carolina wrestling hall of fame museum—celebrating a shared state heritage.
